SISTEM INFORMASI KEARSIPAN NASIONAL (SIKN) application is an interface application that can be used by Network Nodes to enter their archived information for further collaboration on the JARING INFORMASI KEARSIPAN NASIONAL (JIKN) website application. In addition, this application can also be used by Network Nodes to process information. archives that are owned in order to assist retrieval both in digital format and the physical location of the archive in the place where it is stored. Archival information searches can be done in various categories, including: archive description, archive creator, function, repository (storage place), subject, place, and digital object. In addition, this application also allows agencies to know which archives are most frequently accessed by users.

Since the enactment of Law Number 23 of 2014 concerning Regional Government, the provincial government has issued East Java Governor Regulation No. 64 of 2016 concerning Position, Organizational Structure, Description of Duties and Functions and Work Procedures for the Office of the Library and Archives of East Java Province, in lieu of Governor Regulation No. 108 of 2008 concerning the Description of Duties and Functions of the Library and Archives Agency of East Java Province.
The establishment of the Library and Archives Agency of East Java Province is a mandate from Government Regulation no. 41 of 2007 concerning Regional Apparatus Organizations.
